My bet is that he either messed with our bodies somehow or there's some special property in this station that suppresses powers. Like, when you wind up for a punch, the force of your own body has a super-powered impact but the station's field somehow blunts it when it hits so that it's a normal strength punch.
Either option isn't great. If it's A, he could've fucked with our bodies in ways we haven't found yet or even messed with our brains, and if it's B, he has a massive amount of control over the way reality works in this place. I don't like it.
